Launched in September 2014, the Home Access programme aims to make internet connectivity more accessible and affordable to the low-income group.
Eligible households will be provided with home internet access and telephony services with a broadband package at $6 per month for 48 months. This includes the provision of internet (fibre) connectivity bundled with a basic device (e.g. tablet).
Beneficiaries are required to keep the device for the entire qualifying period (four years).
This programme is supported by the National Council of Social Service (NCSS).

Current beneficiaries of relevant non-IT related government financial assistance schemes will be pre-qualified for Home Access.
Letters will be sent to these pre-qualified households to inform them of their eligibility. Pre-qualified beneficiaries only need to bring the Home Access card to an appointed Industry Partner to sign up for a Home Access plan.
Other eligible households can also apply directly through appointed processing partners.
How Do I Apply?
Household with no income:4
Applicant who is active recipients of ComCare Short-to-Medium Term Assistance (SMTA) or HDB Public Rental Scheme (PRS) only need to submit supporting document indicating that they are current recipients of either ComCare SMTA or current tenant of HDB PRS.
